Scoping Workshop Announcement 
The Department of Conservation, Division of Land Resource Protection (DLRP), is hosting a scoping workshop to discuss the possible adoption of regulations needed to implement provisions of SB 618 &#8211; Wolk, Local government: Solar&#8208;use easement. 
  
Date/Time: Friday, May 18, 2012, 10:00 AM &#8211; 12:00 PM, Pacific Time Location: California Natural Resources Agency Auditorium, 1416 9th Street, Sacramento, CA 
  
Purpose: The Department of Conservation is conducting this workshop to increase public participation and improve the quality of regulations, as is advised by California Government Code section 11346.45. The Department would like to hear questions and comments regarding: 
&#8226;	The necessity of regulations to implement SB 618. &#8226;	Methods and information needed to make eligible land determinations for solar 
easements. &#8226;	Direction on the development, adequacy, and use of Soil Management Plans. &#8226;	Any fees the Department may need to charge to cover the costs to carry out new 
responsibilities assigned by the Act. &#8226;	Any other issues on this topic that may be of interest to workshop participants. 
Audience: This workshop should be of particular interest to County Planning Departments, solar PV industry members, investor and public utility representatives, local and state farm organizations; non&#8208;profit organizations with an interest in agricultural land use and renewable energy development; state agencies and departments, and members of the Legislature and their staffs.

The bill  would expand from over one year to three years the statute of limitations to sue a city or county, challenging the adoption of a housing element or a number of related ordinances. While AB 1220 was introduced with a five year SOL,  during the last week of session the bill was amended to three years. The bill is still too long and we have requested a veto from the Governor.
